Upon an initiative of the Kaliningrad Oblast administration, with the support of DOM.RF (ДОМ.РФ) and Strelka KB, a closed tender procedure was held to develop a project master plan for Oktyabrsky Island. Applications were submitted from 82 companies; the competition was held in two stages. The international consortium consisting of MAParchitects architect bureau (Russia), LDA urban development bureau (Great Britain) WSP engineering company (Great Britain) specializing in sustainable development won the tender bid. The consortium proposed a comprehensive project for the development of the territory of the Oktyabrsky Island in the city of Kaliningrad, with an area of about 385 hectares.
The project master plan of Oktyabrsky Island has been developed taking into consideration the long-term plans for the area development: a special administrative district (SAR) and a culture and sports hub. Special construction requirements were also implemented to create a comfortable urban environment on the island. Experts took into consideration that high-rise buildings are not typical for Kaliningrad, and the island extends from the central part of the city to the eastern borders — they proposed optimal solutions for the authenticity preservation of the area. It is planned that the integrated development of the island will take about 25 years.
